In the 19th century, urban life was more conducive to the idea of leisure time. This was because cities were so big, and everyone had enough to do to keep themselves entertained.

If you had visited the towns and villages of the industrial revolution, you would have seen how busy and lively they were. People were doing everything they could to live simply and enjoy themselves.
Also interesting to note why people left the countryside for the city. If you look at the map, you’ll see that the map is divided into regions, each with its own economic and cultural characteristics.
